Off the top I can think of:&lt;/p&gt;
&lt;p&gt;Users:&lt;/p&gt;
&lt;p&gt;- Poor experiences with badly designed and built apps meant any that did try it weren&amp;#39;t motivated to come back.&lt;/p&gt;
&lt;p&gt;- Issues with apps not playing nicely with their desktop equivalents.&lt;/p&gt;
&lt;p&gt;- Desktop apps not running on their phones - &amp;quot;It&amp;#39;s all just Windows&amp;quot; mentality.&lt;/p&gt;
&lt;p&gt;- Platform/applications/functionality not promoted to users so didn&amp;#39;t know what missing or what to ask for.&lt;/p&gt;
&lt;p&gt;- Users didn&amp;#39;t know where to go to get apps? (or even that they were available?)&lt;/p&gt;
&lt;p&gt;- Often poor installation experience of apps when people did get them.&lt;/p&gt;
&lt;p&gt;Developers:&lt;/p&gt;
&lt;p&gt;- The vast array of different hardware (Including buttons, keyboards, screens) making it hard(er) to write an app which will run on all devices.&lt;/p&gt;
&lt;p&gt;- Developers were told that developing for mobile was the same as developing for desktop it isn&amp;#39;t! &amp;nbsp;When they found out it was different they were put off.&lt;/p&gt;
&lt;p&gt;- Home developers were prevented from building apps by the requirement of Visual Studio Professional edition. &amp;nbsp;Much too expensive for someone who is just a hobbiest.&lt;/p&gt;
&lt;p&gt;- Lack of a high profile market place for apps.&lt;/p&gt;
&lt;p&gt;- A focus on business users by MSFT meant that personal users were often overlooked by developers as well.&lt;/p&gt;
&lt;p&gt;and lots more...&lt;/p&gt;
